Steps to reproduce:
1. Open the attached user's project "OpenXR_Issue.zip"
2. Connect Oculus link with Quest 2/3
3. Enter Play Mode
4. Observe the Spotlight Outer Angle on the wall, additionally move the Camera on the X-axis for the artefacts to become more apparent
Expected Result: Spotlight Outer Angle has no Artefacts when using Forward+ Rendering Path
Actual Result: Spotlight Outer Angle has Artefacts when using Forward+ Rendering Path (See attached Repro.mp4)
