Warning doesn't appear when instantiating a struct defined in a different assembly

How to reproduce:
1. Open the attached “Required.zip“ project

Expected result: 3 warnings appear in the Console
Actual result: 2 warnings appear in the Console

Reproducible with: 2021.3.29f1, 2022.3.7f1, 2023.1.8f1, 2023.2.0b4

Reproduced on: macOS 13.4.1 (Intel, M1 (by reporter))
