Context menu doesn't appear when right-clicking on the Scene panel tab

Reproduction steps:
1. Open the attached “ContextMenuBug.zip” project
2. Make sure the Scene view tab is active
3. Right-click on the Scene tab

Expected result: The Scene view context menu appears
Actual result: No context menu appears

Not reproducible with: 2021.3.36f1, 2022.3.21f1, 2023.2.13f1, 2023.3.0b5
Fixed in: 2023.3.0b10

Reproducible on: Windows 11
Not reproducible on: no other environment tested

Note:

• While the Scene view is active, tabs docked on the same window also don’t show context menus when right-clicked
• Reproducible on any new project
