Search Windows Edges become bugged when the Search Window is reopened as a small Window

Steps to reproduce:

1. Open any Project
2. Navigate to Window > Search > New Window
3. Enable the Search Window's Inspector and Saved Searches Panel
4. Resize the Search Window to make it smaller
5. Close it and open the Window again

Actual results: Edges are in the wrong place, dragging them produces artifacts

Expected results: No artifacts are present and edges can be dragged as expected

Reproducible with versions: 2021.3.39f1, 2022.3.32f1, 2023.1.20f1, 2023.2.20f1, 6000.0.6f1

Tested on (OS): Windows 10, 11

Notes: Pre-UITK Search window still has some sort of artifacting, so does the UITK version (2023.1+)
