Missing tooltips in Render Pipeline Converter

Steps to reproduce:

Open a URP Unity Project
Open the Render Pipeline Converter (Window > Rendering > Render Pipeline Converter)
Hover your mouse cursor over 'Convert Assets' and 'Initialize and Convert'
Check 'Material Upgrade' option
Hover your mouse cursor over 'Initialize Converters

Actual results: Initialize Converters button has a tooltip. 'Convert Assets' and 'Initialize and Convert' are missing tooltips.

Expected results: All three options have tooltips

Reproducible with versions:

6000.0.12f1
2022.3.39f1
2021.3.40f1

Not reproducible with versions: -

Can’t test with versions: -

Tested on (OS): Windows 11

Notes:

2021.3.40f1 does not have a 'Initialize and Convert' option so is only missing the tooltip for 'Convert Assets'
