PackageInfo.git properties are not retrieved for loaded Git packages when accessed via script

Reproduction steps:

1. Open the attached project “GitProject”
2. Open the “Assets/Scenes/Untitled.unity” scene
3. In the Top Menu click the “Test/Check packages” button
4. Observe the message in the Console

Expected result: “The Git package “xNode” has Git data” message is displayed in the Console
Actual result: “The Git package “xNode” do not have Git data” message is displayed in the Console

Reproducible with: 2020.3.44f1, 2021.3.16f1, 2022.2.2f1
Not Reproducible with: 2023.1.0a25
Fixed in: 2023.1.0a1

Reproducible on: Intel macOS 13.0.1

Note: The Git data is retrieved only when the project is opened for the first time.
