UWP Build fails with the error ‘FileNotFoundException: No file found at specified certificate path "Assets/WSATestCertificate.pfx"’ when "WSATestCertificate.pfx" is deleted

How to reproduce:
1. Create and open a new Unity project
2. Build the project for UWP
3. Delete Assets/WSATestCertificate.pfx
4. Repeat step 2

Expected results: Build is successful and “WSATestCertificate.pfx” is regenerated
Actual results: Build fails with error the ‘FileNotFoundException: No file found at specified certificate path "Assets/WSATestCertificate.pfx"’

Reproducible with: 2022.2.0a15, 2022.2.2f1, 2023.1.0a25
Not reproducible with: 2020.3.44f1, 2021.3.16f1, 2022.1.24f1, 2022.2.0a14
