Fixed 2023.1.X: Tooltip prefix is ignored when used with UnityEvent
How to reproduce:
1. Open the attached “IN-17777.zip” project
2. Open the “SampleScene” Scene
3. Select the “GameObject” GameObject in the Hierarchy window
4. Hover over the Unity Event in the Inspector window
Expected result: Tooltip shows up
Actual result: No tooltip is shown
