Scene view is not rotating when pressing the binded RMB button on a drawing tablet and moving the drawing pen

Reproduction steps:
1. Connect a drawing tablet to the testing machine
2. Check which tablet button is binded to RMB (Right Mouse Button) or bind a tablet button to it
3. Open the attached “ReproProj” project
4. Press the binded button for RMB while the cursor is in the Scene view and move the drawing pen

Expected result: The Scene view is rotating
Actual result: Nothing happens or the context menu is opened
