Can't create a new VFX from No Asset window

Steps to reproduce:

1. Create a new VFX
2. Open it
3. Delete its asset
4. Press Create a new Visual Effect Graph button in No Asset Window
5. Observe that VFX Template window does not pop up and we are not allowed to create VFX
6. (Optional) Click on Project Browser window
7. (Optional) Press Create a new Visual Effect Graph button

Actual results: On 4th step it does not allow to create a new VFX since a window does not pop up, after the 6th step, VFX Template window pops up and allows to a create a new vfx

Expected results: VFX window pops up on 4th step and VFX can be created

Reproducible with versions: 6000.2.0a8

Not reproducible with versions: 2022.3.39f1

Can’t test with versions: 

Tested on (OS): macOS

Notes:

• The issue does not seem to happen on Windows, it's probably macOS only.
