Export package not including textures unless VFX is manually compiled

Repro:

Open project
Select VFX in project files without opening it
Right click => export package, check include all dependencies
Open the VFX and retry
try export package with an other VFX not opened or compile
then Rebuild and save all vfx (assets=>VFX=> rebuild and save)
try the same effect
