Unresponsive Package Manager window is opened when importing Asset Store asset, while another package is installing

Steps to reproduce:
1. Open new Unity project
2. In Package Manager, install the Input System package
3. When prompted with the modal window to enable the backends, do not select an option
4. In Unity's Asset Store, select any Asset, and press "Open in Unity"
5. Observe the second Package Manager window that opens

Expected result: Second Package Manager window doesn't open
Actual result: Second Package Manager window opens but does not load

Reproducible with: 2020.3.45f1, 2021.3.18f1, 2022.2.7f1, 2023.1.0b4, 2023.2.0a2
