Mouse gets stuck on right click drag in scene after right-clicking anywhere in editor

How to reproduce:

1. Create new project
2. Right click anywhere in hierarchy and then close the opened context window (left-click anywhere in scene) - notice how mouse acts just moved around in scene (nothing happens)
3. Interact with any scene buttons
4. Right click anywhere in hierarchy (or in editor) and then close the opened context window (left-click anywhere in scene) - notice how mouse gets stuck on drag action

Expected result: Mouse does not get stuck on drag action

Does not reproduce with: 2022.1.20f1, 2022.2.0a10
