Newly created Untitled Scene is not marked as dirty

Steps to reproduce:

1.  Create a new project
2.  In the Hierarchy window right-click on existing scene
3.  In the dropdown menu press Add New Scene

Actual results: 
The newly created scene "Untitled" does not have * symbol to mark it as dirty and unsaved

Expected results: 
The newly created scene "Untitled" has a * symbol to inform that the scene is not saved yet

Reproducible with versions: 
6000.0.64f1, 6000.2.15f1, 6000.3.1f1, 6000.4.0b1, 6000.5.0a3

Tested on (OS): 
Ubuntu 22
MacOS Sequoia 15.7.2
