Package Manifest Edit UI Errors and Warnings cross-contaminate other Inspector windows

Steps to reproduce:

1. Open the attached project
2. Open the Package Manager window
3. Select test2 package
4. Expand the Manage menu and select the Edit Manifest option
5. test1 package should be open in the locked Inspector window
6. Set the version field for the test2 package to "1" to invalidate the field
7. Observe the test1 package in the other Inspector window

Actual results: The version field is invalidated for both packages. All warning/error UI panels are shared between Inspector windows, regardless if individual fields are valid

Expected results: Package Manifest Edit UI Errors and Warnings are not cross-contaminated between different Inspector windows

Reproducible with versions: 6000.3.11f1, 6000.3.13f1, 6000.5.0a8, 6000.5.0b5, 6000.6.0a3

Not reproducible with versions: 6000.0.73f1, 6000.3.10f1, 6000.4.0a1, 6000.4.3f1, 6000.5.0a7
