Steps to reproduce:

Create or open any Project
Either in Project Settings or in a Game Objects Components in the Inspector, find an Asset value field where no Asset is assigned (e.g Create a Video Player in the Hierarchy)
Right click that value (Video Clip or Target Texture for a Video Player)
Select "Properties..." from the Dropdown Menu

Actual results: Nothing happens, as the Properties option should open a focused Inspector Window

Expected results: The Properties option is unavailable to users

Reproducible with versions: 2021.3.40f1, 2022.3.38f1, 6000.0.11f1

Tested on (OS): Windows 11
