Learning Panel shows "No content available" message when viewed in Hub

Steps to reproduce:

1. Open up Hub
2. Go to the "Learn" panel

Actual results: Learn Panels "Featured", "Recommended", "Downloaded" show no information "No content available"

Expected results: Learning templates or courses are available

Reproducible with versions: 3.16.3

Tested on (OS): Windows 11
