Top and bottom margins in the "Diagnostics" window do not match the updated U6.5 help box design specifications

Steps to reproduce:

1. Create a Unity project
2. Go to "Edit -> Project Settings"
3. Select the "Diagnostics" which should be displayed below the "Services"
4. Observe the help box displayed under the "Diagnostics Data" drop-down

Actual results: The top and bottom paddings are too big. They don't match the new U6.5 design

Expected results: Padding values should be adjusted to the new design

Reproducible with versions: 6000.5.0a7

Not reproducible with versions: 6000.4.0b8

Tested on (OS): macOS - Tahoe 26.2
