This Unity version will no longer be getting patch updates.
How to reproduce:
1. Open the attached “IN_45770_DecalDrawDistance.zip“ project
2. Open the “SampleScene“ Scene
3. Open “Project Settings” and go to “HDRP”
4. Expand “Rendering” and then expand “Decals”
5. Change “Draw Distance” to 2000
6. Change the “Main Camera” GameObject Z position to -2000
Expected result: The decal doesn't disappear
Actual result: The decal disappears
