Steps to reproduce:

Create a new Unity project using the Universal 3D template
Navigate to Edit > Project Settings
Open the "Quality" Settings Panel
Click the delete button to delete all Quality Levels until only one is left
Click the delete button for the last Quality Level
Observe the Quality Levels

Actual results: The delete button is not deactivated and does nothing when clicked

Expected results: The delete button is deactivated or some sort of information is shown to the user that there has to be atleast 1 quality level

Reproducible with versions: 6000.0.73f1, 6000.3.13f1, 6000.4.3f1, 6000.5.0b4, 6000.6.0a3

Tested on (OS): MacOS Silicon Tahoe 26.3
