Fixed with new hdrp tempalte version 14.1.2 and 15.1.2

Steps to reproduce:
1. Open Unity Hub
2. Create a 3D(HDRP) / (3D HDRP Sample) project
3. Notice the pop-up

Actual result: pop-up appears Expected result: no pop-up

Reproduced on: 2023.1.0a15, 2022.2.0b15
Not reproduce on: 2023.1.0a14, 2022.2.0b11, 2021.3.12f1 (other issue: [Internal link]), 2020.3.40f1
