We have confirmed the issue - it depends on the graphics parameters, not controlled by Package Manager team.

Steps to reproduce:
1. Create a project
2. Open Package Manager window (Window > Package Management > Package Manager)
3. Resize the Package Manager window

Actual results: Black artifacts appear
Expected results: Window gets resized

Reproducible with versions: 6000.1.0a2, 6000.1.0b11, 6000.2.0a7
Not reproducible with versions: 2021.3.50f1, 2022.3.60f1, 6000.0.43f1, 6000.1.0a1

Tested on (OS): Windows 11
