Scene Template Window do not open while creating a new scene from the project window

Scene Template Window do not open while creating a new scene from the project window, see gif.

Reproduce

• Create a HDRP project
• Create new scene from the Unity file> new scene menu
• Scene Template Window opens
• Create new scene from project window
• A new asset is created without Scene Template Window to open

Expected:

• Open Scene Template Window when clicking on create scene menu in project window
