Unlocked Packages Become Locked After Closing and Reopening the Package Manager

Steps to reproduce:

1. Create a new project
2. Open the Package Manager
3. Unlock any locked package
4. Close and reopen the Package Manager window
5. Observe the lock status of that package

Actual results: The unlocked package is locked again (i.e., original state)

Expected results: The package remains unlocked

Reproducible with versions: 6000.0.43f1, 6000.1.0b11, 6000.2.0a7

Tested on (OS): Ubuntu 24.04

Notes:

•  The package shouldn't show the unlocked if it's going to be unlocked back after reopening the PM
