New browser tab is not created when trying to open Package Manager hyperlinks by holding the Ctrl key and pressing the left mouse button

Reproduction steps:
1. Open the attached "PROJECTFILE" project
2. Open the Package Manager (Window > Package Manager)
3. Select the “Unity UI” or any other package in the Package Manager window
4. Press the left mouse button on the “Documentation” hyperlink while holding down the Ctrl key (command key on macOS)

Expected result: The hyperlink is opened in a new browser tab
Actual result: Nothing happens

Reproducible with: 2021.3.33f1, 2022.3.15f1, 2023.2.4f1, 2023.3.0a18

Reproducible on: macOS Sonoma 14.1.1 (M1 Max)
Not reproducible on: No other environment tested
