In a HDRP project, with volumetric clouds enabled and volumetric clouds shadows active in the scene, where there is not objects visible by the camera and nothing that projects shadows in the camera frustum, the directional light shadow is disabled, and this also disables the volumetric clouds shadows.

This is particularly visible if there is also volumetric fog that should receive the shadows from the clouds.
