Disable color tinting setting not overriding image color in HDRP

The fix has landed in 6000.0.18f and effective for all later versions. Additional work for 6000.1.x is not needed.

Steps to reproduce:

Open attached project DisableColorTint.zip.
Open Assets > CanvasGraph shadergraph.
Click on Graph Settings in the Graph Inspector. Ensure "Disable Color Tint" is checked.
Open OutdoorsScene.

Actual results: When Disable Color Tint is enabled, the image should be green.

Expected results: The image is red.

Reproducible with versions: 6000.0.15f1

Can't test with versions: 2022.3, 2021.3 - did not find this feature.

Tested on (OS): Ubuntu 24.04, MacOS Sonoma 14.4

Notes:

Using Vulkan.
Not reproducible in URP.
Recently added feature, so I did not regression test thoroughly. If further testing is useful, please contact ticket reporter.
If you change the color on the Image in Hierarchy to white, it will show as green.
