Nested Subgraph block property value is not passed through to the main graph

Steps to reproduce:

1. Import the attached package
2. Open Main graph
3. Enter the subgraph block in the Output context at the deepest level
4. Change its color to yellow
5. Save the subgraph and confirm that its color has changed to yellow
6. Return to the main graph and try to change the color of the Color Block property

Actual results: Color does not change

Expected results: Color can be changed in main graph

Reproducible with versions: 22.3, 6.0, 6.1, 6.2, 6.3
