“ArgumentOutOfRangeException” error appears when inserting a double character if using “SetValueWithoutNotify” on UI Toolkit’s TextField

How to reproduce:
1. Open the user’s attached “My project.zip” project
2. Enter Play Mode
3. Focus on the “Text Field” Text Field
4. On the keyboard, hold shift and press the ‘/~ buttons
5. Release the ‘/~ buttons and press them again
6. Observe the Console window

Expected result: No errors
Actual result: “ArgumentOutOfRangeException” error appears

Reproducible with: 2022.2.0a14, 2022.2.21f1, 2022.3.15f1, 2023.2.4f1, 2023.3.0a18
Not reproducible with: 2021.3.33f1, 2022.2.0a13
