Scene Context menu doesn't become visible until mouse isn't moved

How to reproduce:
1. Open any scene
2. In the scene view right click to open the context menu

Expected result: Context menu opens
Actual result: Context menu opens only after the mouse is moved

Reproducible with: 2023.3.0b1, 2023.3.0b4 (After the context menu reverse)
Not reproducible with: 2023.2.8f1, 2023.3.0a19
