World-Space UI renders with artifacts on WebGL

Steps to reproduce:

1. Open the provided project with the platform set as WebGL
2. Open the scene 972-UIToolkit-WorldSpace

• 2022.3.38f1 (verified all other gfx tests since there is no world space ui in that version)
• 2021.3.41f1 (verified most other gfx tests since there is no world space ui in that version and found no webgl-specific issues)
