Universal 2D offline Template is available in Unity Hub when creating a new project in Unity 6000.6.0a4

The Universal 2D Template should be a offline template. The 2D Product did not approve Universal 2D template to be removed from offline.

Steps to reproduce:
1. Open Unity Hub
2. Press "+ New project" button
3. Select 6000.6.0a4 Unity version in "Editor version" dropdown
4. Observe 6000.6 stream Templates in Unity Hub

Actual results: Two Template are available in Unity Hub - Universal 2D and Universal 3D
Expected results: Only one offline Template is available in Unity Hub - Universal 3D

Reproducible with versions: 6000.6.0a4

Tested on (OS): macOS Silicon Tahoe 26.4.1, Windows 11
