Steps to reproduce:
1. Create a new Unity project using Universal 2D Template
2. In the Project window create a Rule tile (Create > 2D > Tiles > Rule Tile)
3. Select Rule Tile Asset in Project window
4. In Inspector add a new Tile Sprite (for example Dungeon Rule Tile from Samples)
5. Create a new Advanced Rule Override Tile
6. In Inspector, add the Rule Tile created in step 2
7. Drag and shrink the Inspector, observe collider fields overlap with rule arrows
Actual results: Shrinking Inspector causes collider fields to overlap with rule arrows and breaks Inspector UI
Expected results: Shrinking Inspector should not cause collider fields to overlap with rule arrows and breaks Inspector UI
Reproducible with versions: 6000.0.66f1, 6000.3.5f1, 6000.4.0b5, 6000.5.0a5
