How to reproduce:

Create a 2D Mobile Template project via Hub
Open the Build Settings window
Observe the "Scenes in the Build" section

Expected results: Either SampleScene or no Scenes are included

Actual results: A single deleted Scene is included

Reproducible with: 2021.3.20f1, 2022.2.10f1, 2023.1.0b7, 2023.2.0a5

Note: All other Templates include either no Scenes at all (Including the 3D Mobile Template) or the SampleScene that comes with the Template into the Build Settings
