Steps to reproduce:

Create a new Unity project using the Universal 2D template
Open the Tile Palette window (Window > 2D > Tile Palette)
Click on the "Default Brush" dropdown to open it
Select "GameObject Brush"
Open the "Cells" foldout
Click the "+" or "-" buttons
Observe the Tile Palette window

Actual results: Nothing happens when "+" or "-" buttons are pressed, and they are not deactivated

Expected results: The buttons should be greyed out and deactivated

Reproducible with versions: 6000.0.67f1, 6000.3.9f1, 6000.4.0b9, 6000.5.0a7

Tested on (OS): MacOS Silicon Tahoe 26.2
