Can not toggle selected events in UI Elements Events debugger

Steps to reproduce:

1. Create a new project
2. Enable "Enable Event Debugger" in Project Settings/UI Toolkit
3. Open Window/UI Toolkit/Events Debugger. 
4. Click the event types dropdown and try to change one of the toggles
5. Note the toggle changes are ignored and do not change state

Actual results: Toggles do not change state

Expected results: Toggles change state
