NumberFormat.NaNSymbol returns '' instead of 'NaN' when called with certain cultures

How to reproduce:

1. Open attached “IN-140350_NaNSymbol“ project
2. Enter Play mode
3. Observe “errors” in the console

Actual result: Some cultures return '' as NaNSymbol
Expected result: All cultures return ‘NaN’ as NaNSymbol

Reproducible with: 2023.1.0a10, 6000.0.74f1, 6000.3.14f1, 6000.4.5f1, 6000.5.0b6, 6000.6.0a4

Reproducible on: Windows 11
Not reproducible on: No other environments tested
