DirectX 11 crashes when using an AMD Radeon HD 7000 GPU

Steps to reproduce:

1. Create a project on a Windows machine using an AMD Radeon HD 7000 
2. Add a video component to the scene
3. Build and run in DX11
4. Observe the crash with an error

Actual results: The project crashes

Expected results: The project runs normally

Reproducible with versions:  6000.1.2

Not reproducible with versions: 2022.3.29

Notes:

• The error code is "GpuFence::Create(): Failed to create ID3D11Fence, error 0x80070057"
