Users don't have the option to re-enable the "Are you sure" pop-up when disabling Built-in Packages

Steps to reproduce:

1. Open or create any Project
2. Navigate to Window > Package Manager
3. Select "Built-in" in the left hierarchy
4. Select any of the enabled "Built-in" Packages and press the "Disable" button in the Package Description on the right side
5. Observe the "Disable Built-in Package" pop-up and select the "Never ask" option
6. Try disabling some other Package
7. Open up the Package Manager Preferences page

Actual results: When a user selects the "Never ask" option, he then never again has the option to enable this pop-up

Expected results: The pop-up should have the option to be enabled again in the Package Managers Preferences page

Reproducible with versions: 2021.3.41f1, 2022.3.41f1, 6000.0.17f1
