Buttons in the UI Builder are not focused when navigating with the Tab key

While there is definitely a need for adequate navigation in the UI Builder Viewport, there is currently no Tab/navigation support at the moment. Therefore Buttons (or any other element from the canvas/viewport) cannot gain focus via keyboard shortcuts. We do intend to provide navigation in the future, as per UI standards and accessibility compliance.

How to reproduce:
1. Open the user-attached project “Buttons”
2. In the Assets folder open MainUI.uxml
3. Press Tab key to navigate inside the UI Builder window

Expected result: Pressing Tab allows you to focus on the buttons created in the UI Builder
Actual result: Pressing Tab skips created in the UI Builder buttons and allows you to focus only on the Inspector

Reproducible with: 2022.1.0b12, 2022.1.17f1, 2022.2.0b8
Not reproduced with: 2021.3.10f1, 2022.1.0b11, 2023.1.0a10
Could not test with: 2020.3.39f1 (UI Builder Package is in preview and is not supporting the UI created in the newer streams)
