Black empty spaces inside Editor windows when resizing, and the content of the windows is cut off when resizing down

How to reproduce:
1. Create a new project
2. Press Window -> Rendering -> Lighting
3. Change the size of the window

Expected result: no black empty spaces in the window
Actual result: black empty space in the window

Reproducible with: 2023.1.0b1, 2023.1.0b4, 2023.2.0a1
No reproducible with: 2020.3.44f1, 2021.3.18f1, 2022.2.7f1, 2023.1.0a26

Reproducible on: Windows 10 Pro
