Scene View "Layers" and "Gizmos" drop-down fields don't open when opened and clicked somewhere else

Steps to reproduce:
1. Create a new project
2. In the Scene View click on the "Layers" drop-down list
3. Once it's open click somewhere else on the Editor
4. Click the "Layers" drop-down list again
5. Observe the results

Expected result: Drop-down list appears
Actual result: Drop-down list does not appear

Not reproducible in: 2021.3.47f1, 2022.3.56f1, 6000.0.35f1, 6000.1.0b1
