Inconsistent Layout in Project Settings Panels

Steps to reproduce:

1.  Create a new project
2.  Open the Project Settings window
3.  Navigate to categories such as UI Toolkit or Version Control
4. Observe the UI content layout and alignment in these panels

Actual results: Misaligned elements, inconsistent spacing

Expected results: Consistent alignment, consistent padding, properly grouped settings

Reproducible with versions: 2022.3.60f1, 6000.0.46f1, 6000.1.0b14, 6000.2.0a7
