The pointer event is called on the parent Object even when the "Send Pointer Hover To Parent" is off

How to reproduce:

1. Open the attached project "My project.zip"
2. Enter Play Mode
3. Hover with the mouse over the "Child" in the Game view

Expected results: Only the "Child" is highlighted
Actual results: Both the "Child" and the "Parent" is highlighted

Reproducible with: 1.4.4, 1.5.0 (2021.3.18f1), 1.6.3 (2022.2.7f1, 2023.1.0b3, 2023.2.0a1) 1.8.2
Could not test with: 2020.3.45f1 (No "Send Pointer Hover to Parent" option)
