The Player frame rate is 25-50% lower than 60 when on Android

Reproduction steps:
1. Open the attached project “URPProject”
2. Build and Run on Android
3. Observe the fps counter at the top right corner of the screen

Expected result: The app runs at 60fps
Actual result: The fps is decreased by 25-50%

Reproducible with: 2021.3.33f1, 2022.3.14f1, 2023.2.2f1, 2023.3.0a16
