How to reproduce:
1. Open the user’s attached “1504705-RenderingLayerMaskDropdown.zip” project
2. Open the “SampleScene” Scene (Assets >Scenes > SampleScene)
3. In the Hierarchy, select the “Cube” GameObject
4. In the Inspector window, open the “Rendering Layer Mask” dropdown menu
5. Deselect the “Unused Layer 31” layer and observe the dropdown
Expected result: All layers except “Unused Layer 31” are selected
Actual result: “Everything” and “Unused Layer 31” layers are selected
Reproducible with: 14.0.5 (2022.2.3f1), 14.0.6 (2022.2.11f1), 16.0.0 (2023.2.0a5)
Not reproducible with: 10.10.1 (2020.3.46f1), 12.1.10 (2021.3.20f1), 14.0.4 (2022.2.2f1), 14.0.3 (2023.1.0a1), 15.0.4 (2023.1.0b8), 16.0.0 (2023.2.0a1, 2023.2.0a4)
