Scene view Tool Handle transforms always reset to "Center" and "Global" when the project is reopened

How to reproduce:

1. Create and open a new project
2. Open the Scene view
3. Change the ‘Tool Handle Position' to “Pivot“ and 'Tool Handle Rotation’ to “Local“ in the Scene view toolbar
4. Restart the project
5. Observe the two Handle Transforms

Actual result: Project always opens on Transform tools being set to “Center“ and “Global“
Expected result: The handles read “Pivot“ and “Local“ (to what they previously were selected)

Not reproducible in: 6000.0.64f1, 6000.3.0a3
