Adding Property or Attribute breaks scrolling in the Blackboard window

Steps to reproduce:
1. Create new Unity project
2. Make sure Visual Effect Graph package is installed
3. Create new Visual Effect Asset and open it
4. In Blackboard press “+”
5. Add any Property or Attribute
6. Try scrolling in the Blackboard

Actual results: Adding Property or Attribute breaks scrolling in the Blackboard (doesn't scroll down)

Expected results: Adding Property or Attribute doesn’t break scrolling in the Blackboard

Reproducible with versions: 6000.3.0a4
Not reproducible with versions: 6000.2.0f1, 6000.3.0a3

Tested on (OS): macOS Silicon, Sequoia 15.5 (M1)
