The Hub CLI fails to install an Editor for ARM64 when an identical version of the Editor for x86 is already installed

Steps to reproduce:

1. Install Unity Editor for x86 using Unity Hub CLI
2. Install the same version of Unity Editor for ARM64 using Unity Hub CLI

Actual results: Install fails

Expected results: The installation is successful

Reproducible with versions: 3.13.0, 3.14.0

Tested on (OS): macOS
