This is by design. The capsule isn't marked as static, so doesn't affect probe placement at all. The guarantee of Adaptive Probe Volumes is that the probes encapsulate/surround the static scene geometry. The static plane is at exactly Y=0, and the probes are also at exactly Y=0. To avoid this issue, move the plane slightly upwards or use the "Fill Empty Spaces" setting in the adaptive probe volumes component.
